The Program and Hospitality Committees have selected a new caterer, Ranch Events for ourJanuary 12, 2010 meeting. The Program meeting will be held in the War Memorial Building in Balboa Park, beginning at 11am and ending approximately Noon. The luncheon is served immediately afterwards in the rear of the same room, at about 12:15. 
 
Our January menu catered by Ranch Events features:
 
 
Salad: Spinach, apple & almond salad
(baby spinach, sliced apples, almonds, and crumbled Gorgonzola cheese tossed in champagne vinargrette)
Entree: Chicken Picatta
(Sauteed breast of chicken in lemon juice topped with artichokes, capers and chardonnay sauce)
Sides: Quartered Red Potatoes encrusted in herbs and Asparagus tossed in olive oil, garlic and parmesan
Dessert: Lemon cake with lemon icing
Beverage: coffee, lemonade

JANUARY PROGRAM
 
January's speaker will be Michael Zucchet, former City Councilman and now the newly appointed General Manager of the Municipal Employees' Association. Michael is a good speaker with a message that our members will be greatly interested in since many of the issues the Union deals with also affect retirees.

Mr. Zucchet attended the U.C. Santa Barbara, where he earned bachelor degrees in business economics and environmental studies. He earned a master's degree in environmental economics and policy from Duke University in Durham, North Carolina.

Mr. Zucchet was elected to the 2nd District San Diego City Council seat in 2002. He served on the Council's Public Safety, Natural Resources, Land Use, and Rules Committees as well as the Metropolitan Transit District Board. He served as the City Council's liaison to the Port of San Diego, the North Embarcadero Joint Powers Authority, and the Centre City Development Corporation. Michael was unanimously appointed to the post of Deputy Mayor in 2005 and served as acting Mayor for a short period until his resignation from the Council in July 2005.

From 1993 to 1996, Mr. Zucchet worked in Washington DC as a renewable energy economist with the U.S. Department of Energy, and as a public affairs specialist for the U.S. EPA. Michael returned to San Diego in 1996 to serve as a City Council policy advisor. From 1998 to 2002, he served as the government affairs director for the San Diego City Fire Fighters Local 145, coordinating all lobbying and political operations on behalf of 1200 City fire fighters and paramedics.

 

UPCOMING PROGRAMS by Dave Twomey
 
As previously announced, our January meeting will feature as guest speaker Michael Zucchet, recently appointed GM of the Municipal Employees' Association.

Pending Board approval at its meeting earlier in the day, we will soon be publishing a calendar of events for Year 2010. 
 
Of particular note here is the move to our new venue in the Santa Fe Room of the Balboa Park Club beginning with the February meeting. With this new venue you will also see proposed changes to the meeting schedule for the year. Instead of every month with no lunch, we will meet about 6 times per year with a guest speaker and lunch at all meetings. Keep your eyes on the website and the newsletter for a calendar with specific dates for the year.

Two other exciting programs we are working on include a February meeting featuring John Warren, publisher of the Voice & Viewpoint. This newspaper has a large circulation within the African-American community but is also widely read in general circulation. It is very timely that Mr. Warren can share his thoughts and observations, as well as those of the minority community, on the election of Barack Obama as President of the United States.

Another event in the early stages is what we will call "The State of the System" meeting which we hope can become an annual event. It will bring SDCERS representatives, including the Investment Officer, all together in a panel format some time in the Fall when they will be in a position to gives us sort of an annual report. As former New York mayor Ed Koch was fond of asking; "How're we doin'?" Also, timely to hear the latest regarding Corbett and 13th check payments for the year.

CSDREA HOLIDAY PARTY REPORT by Joe Flynn
 
The Annual CSDREA Holiday Luncheon at Tom Ham's Lighthouse on Dec. 10 was a rousing affair and well attended. Good food and magnificent views. We had in attendance retirees from Engineering, Planning, Building Inspection, Parks and Rec., Libraries, Public Works, and all city departments, who could look with pride at downtown San Diego, the city we helped build.

Our "Outstanding Contributor" awardee, David Wescoe, was already on his new job at the the Motion Picture Retirement and Health System so was unable to attend. Mark Hovey, SDCERS' CFO and acting CEO stood in for David. Rebecca Wilson, Chief of Staff was also present. The actual award was presented to David at the Nov. 20th SDCERS Board meeting.

An unannounced award was given to Nancy Acevedo, our eight year President. The presentation recognized her dedication, direction, understanding, and concern for retirees. A plant and a $150 gift certificate were included. Nancy was unable to attend so the award will be repeated at out Jan. 12, 2010 meeting.

We had a good number of first time attendees at the luncheon and we had a number of "Senior" members present. We started by asking all those present over 80 to stand, then just those over 85. At 90, two remained standing, and at 91 our ex-president Shorty Beights was all by himself. And at 6'6" he was also the tallest "Senior" present. And oddly enough, Shorty wanted to say a few words.

Later, when we got the microphone back, we introduced the new officers and board of directors of the Association. They remained standing while committee members and volunteers were introduced. All tolled, there were 22 people standing who work to keep this Association running and defending retiree rights and pensions.

Vice Pres. Patti Karnes recognized long term Board members Treasurer Sylvia Tatum , Hospitality Chair Dora Garcia, and Webmaster John Tsiknas. Santa Claus made an appearance to call the order for tables to enter the buffet - it was a random drawing and not related to who had been naughty or nice. Speaking of nice, a Food Barrel from the San Diego Food Bank, arranged by Alyse Ford, collected a barrel full of food (244 pounds!) and $243 in cash donations for those in need.

A special thanks is in order for Jean Hughes who arranged the luncheon with assistance from Maggie Smith, Patti Karnes, and others. Their efforts were much appreciated.

After a number of games, and a San Diego Trivia game, prizes were awarded and happy holiday wishes were extended to all. All in all, lovely day.             Joe

OUTGOING PRESIDENT'S MESSAGE by Nancy Acevedo
It has been 8 years since I was first elected President of CSDREA. During that time the Board has accomplished much. Among the most notable are the creation of our website, establishing the Advocacy and Helping Hands committees and the legal fund, incorporating as a non-profit, and establishing a close relationship with the Retired Fire and Police Association. It has been my pleasure to serve with so many outstanding members of our Board.

During the past 6 of those years I have been the care giver for my husband Joe, who passed away on December 10th, the morning of our holiday luncheon. My thanks to all those who have expressed condolences and kept Joe in their thoughts and prayers.

At the December 18, 2009, SDCERS Board meeting, the Board voted to go to a 6-week schedule for regular Board meetings in 2010. This means the Board will meet on January 22; no meeting in February; March 5th; April 16th; May 28th; no meeting in June; July 9th; August 20th; no meeting in September; October 1st; November 5th; and December 17th, 2010. All meetings begin at 8:30 a.m. Mark your calendars. Special meetings may be scheduled as needed with 72 hours' notice. 

Committee meetings are not televised yet. On the Thursday before the regularly scheduled Board meeting, the Disability Committee will meet from 8:30 am - 10:00 am; Business & Governance will meet 10:30 am - 12:00 pm; and Investment Committee will meet 1:30 pm - 4:00 pm. The Audit Committee will continue to meet quarterly on Wednesdays at 9:00 am on April 7, June 30, Sept 29, and December 15, 2010.

The Board approved a new policy for paying deceased retiree's estates Corbett benefits in full before the end of the year, or when investment returns are below the trigger to pay the Corbett, in order that estates can be closed to avoid administrative errors and enable timely tax reporting.

Just over $4.3 billion in assets for November 30, 2009

was reported by custodial State Street Bank. Net assets were up 10% over net assets last year.
