Welcome donations are canned meats such as ham, chicken and tuna, soups, canned vegetables, canned fruit, macaroni and cheese, peanut butter, spagetti, cereal and rice. 
 
Also, monetary donations are welcome.  Make your check payable to the San DiegoFood Bank.  $10 provides 30 meals!

PRESIDENT'S MESSAGE by Nancy Acevedo
  
Our November speakers were Elaine Reagan, SDCERS Attorney; Peter Preovolos, past Chair of the SDCERS Board; and Ray Ellis,recently appointed to the SDCERS Board by Mayor Sanders. Elaine asked, and answered, the question, "What would happen if the City did not pay the ARC (annual required contribution)?" Her answer was, "Absolutely nothing." She stated that funds are available to pay pensions for 30 years even if no additional payments were made by the City and there were no interest earnings. Peter stressed the need for retirees to stand up, be heard and be involved, stating, "It is critical." Ray said he was amazed at the misinformation and misperceptions of the system, and encouraged us all to provide the facts when opportunities arise.

Cynthia Queen, SDCERS Member Services Director, stated that, as expected, the 13th check and Corbett benefit will not be paid this year, as there were not sufficient interest earnings. The Corbett benefit will roll over to the next year that there are sufficient earnings to pay the 13th check. We were also advised that the State of California is taking an additional 10% in taxes from our November and December pensions.

SDCERS Administrator David Wescoe has resigned, effective November 30. It was stressed that he had built such a strong staff that "they won't miss a beat." Mr. Wescoe has made numerous changes and reportedly SDCERS now has the reputation of being the best run public retirement system. In recognition of his accomplishments, our Board voted to present him with our annual "Outstanding Contribution Award" which recognizes a person who has made significant contributions to benefit our Association and/or retirees. The presentation was made at the SDCERS Board meeting on November 20th.

November is when our elections are held. It is my pleasure to announce the newly elected officers and Board members: President - Jim Baross; Vice President Programs - Dave Twomey; Vice President Advocacy - Patti Karnes; Secretary - Ruth Ann Hageman; Treasurer - Gary Hess; and Board members - Art Brown, Dick Wilken and Ty Rogers.
 
We all owe a debt of gratitude to our Nominations Committee, headed by Ruth Ann Hageman, for their work in recruiting such outstanding members for our Board.

Continuing Board members are Terry Flynn, Bob Korch and Maggie Smith. Appointed members of the Board are Newsletter Editor -Jean Struiksma; Parliamentarian - Bob West; and Membership - Sylvia Tatum. Dave Hall, our Elected Representative on the SDCERS Board is also a voting member of our Board. And I will continue on the Board as Past President. Other active members who are not voting members of the Board are: Sunshine - Sharon Beach; Hospitality Co-Chairs - Mary Lynn Hyde and Janet Burgess; Representative to MEA and Special Events - Helen Phillips; Webmaster - John Tsiknas; Retiree Issues Task Force Member - Joe Flynn; and Kaye Carey, who maintains our roster.

In July I told you about a State initiative proposal which, if successful, would add extra taxes on pensions and health care premiums. We have received a notification from the Secretary of State that the Pension Tax Initiative failed to qualify. That was the good news for the month.

SDCERS RETIREMENT BOARD UPDATE by Board Member Patti Karnes
 
At the Friday, November 20, 2009 SDCERS Board meeting CEO/Administrator David Wescoe was highly recognized by the San Diego Business Journal as Most Admired CEO of the Year. David Wescoe is leaving SDCERS for the much larger Hollywood's private pension system. Former President Peter Preovolos' press release noted David came to SDCERS with a vision of success and did what is right in turbulent times when it is not easy. SDCERS Board President Mark Sullivan noted that three years ago David arrived to 60 recommendations for change by the Navigant and Kroll investigations. SDCERS was engaged with the IRS' Voluntary Compliance Program to stay in tax-qualified status. There were three years of CAFRs to revise. The Port wanted to pull out of SDCERS and the Airport wasn't happy either. SDCERS had a lawsuit against the City for SDCERS independence and the City Attorney was regularly threatening to sue the Board and staff. SDCERS was so toxic that 20 Trustees had left.
 
Wescoe, from Kansas, was inspired to show SDCERS could be fixed when the San Diego Union Tribune article reported that a Missouri pension administrator said it could not be done.  Wescoe said he wanted the job because he knew he could fix SDCERS.
 
President Mark Sullivan announced that there
was a unanimous Board vote to approve SDCERS' current Chief Financial Officer Mark Hovey as SDCERS' interim CEO/Administrator. The Board also approved hiring a search firm.

There was no vote on the 13th Check and Corbett as there were not enough investment returns to pay them. It would be illegal to pay them when they did not qualify to be paid. Sullivan noted at least $100 million in earnings was needed to pay them. Joe Flynn noted that these benefits were especially important to those whose entire annual payments were less than the combined Corbett/13th Check and asked members be notified as soon as possible. Mark Hovey, CFO reported, "In years where the 13th check is not paid, the Corbett benefit...is carried forward and will be paid in the next year when the 13th check is paid." "...investment earnings received for the fiscal year ended June 30, 2009 are insufficient under the above formula to pay the 13th Check and Corbett settlement benefits.
 
Investment earnings received were actually a loss of $309,319,275.
 
The fund was up 1.35% for the first quarter of the 2010 fiscal year, just under the quarterly performance bench mark of 1.48%, announced SDCERS' Chief Investment Officer Elizabeth Crisafi, referring to Callan Associates Inc. Investment Measurement Service, Quarterly Review, September 30, 2009. Crisafi noted that the biggest GPD growth was from Federal stimulus funds.
