July 18th- Initial discussion of receivership as a Closed Session item.
                April Boling and Lisa Briggs recommended receivership. April requested that the Council share the parameters, with the public before it was finalized, that would guide the receivership, including the reasoning why it was requested and the list of items the receiver was to accomplish. She said that a SDCERS Board was needed to work with the receiver. MEA's Ann Smith spoke about "legality".

July 19th- Non-agenda included MEA speakers. Aguirre spoke on funding of benefits and said that employees must blame the Council.

July 25th (Virginia Silverman's notes) Appropriation Ordinance passed. Due to lack of support for increased fees, Ewell will come back Sept 19 to update revenues. If it had not passed, this year's pension payment to SDCERS would have reverted to $130 million, increasing the debt to SDCERS by $33 million.
    Retiree Health Care Balance- Passed the final payment for 2005. Paid from unexpected franchise income (primarily the utilities using streets). The payment was due from projected figures in January.    "Trueing" and closing of books is done annually by the City's auditors. It will be done by August 12 and reported to Council member Young by Ewell at the Sept 19th presentation to the Council.

     Shea said SDCERS contributions were costing the City $21million a month.

August 9th
    Presentation by Kroll to City Council, often focusing on the necessity of SDCERS waiving attorney-client privilege, enabling KPMG to finish the audit, and the City to again issue bonds.
    Proposed appointments of four new Board members: Diann Shipione, Richard Rider, Ezekiel Cortez and Thomas Hebrank postponed to Sept. 6th, along with Council discussion of asking the last three, of the Mayor's seven appointees to SDCERS, to resign, and /or removal of SDCERS President Peter Preovolos. Hope by some Council members that SDCERS will waive attorney-client privilege before Sept. 6th. (On August 9th, Diann Shipioni withdrew her name from the list. There had been a discussion at the Council that she would do this if there was not a whole new slate of appointees.)
